Who Is Ruling Russia?

These guesses surfaced again during Russia-Georgia crisis. It looked like the biggest authority held and all decisions were made by Putin, while Medvedev acted as an announcer only.
Russians claim that they have perfect dual leadership - a bit conservative and highly experienced Prime Minister, plus young, active, innovative and a bit liberal President.
So why doesn't it look so? Is it because Medvedev is not very long in action, or is it because Kremlin implemented another leadership retention program?

I'm afraid you are all wrong. Medvedev is a much greater leader than Putin and Putin knows it. In fact, that's why he chose him. Time will tell, but all the decisions the world talks about are Medvedev's not Putin's.
